Not exactly. The kurung in that photo is bias-cut (the smooth side of the satin is placed at a 45-degree andgle to the length of the dress). Bias-cut garments tend to cling to your body and appear tight even if they are not cut to your body measurements.

I have a couple of bias-cut kurungs and they have the same tight look as the one in the photo
