Choose "Post reply", at the bottom of the page there are two tabs - choose "Upload Attachment". Press the "Browse" button to find the file on your PC. Type your message as normal and press Submit.

There is a size limit on files - I think it is around 200kB, so if your picture is too large you will need to resize it first.
